2025 civics test vs 2008: which one do you take?

Your filing date decides it. If your Form N-400 was filed on or after October 20, 2025, you take the 2025 civics test. If it was filed before that date, you take the 2008 test.

The two tests side by side

On both tests, a USCIS officer asks questions from the official list for that version. The main differences are the size of the list, how many questions you may be asked and how many you need to get right.

The stop rule matters for how the test feels. On the 2025 test, a well prepared applicant may answer 12 in a row and be done after 12 questions. Someone who misses a few keeps going, and the test ends early once 9 answers are wrong.

How your filing date decides it

The version is tied to the date USCIS considers your N-400 filed, not the date of your interview. That means many people who filed in the months before October 20, 2025 are still being interviewed later and still take the 2008 test.

Answers that change with elections

Some questions do not have a fixed answer. Who is the President? Who is one of your state's U.S. senators? Who is the Speaker of the House? Who is your state's governor? The correct answer is whoever holds the office when you take the test.

Elections and appointments can change these answers between the day you start studying and the day of your interview. Check the USCIS test updates page close to your interview, and look up your own senators and governor, since those depend on where you live.

The 65/20 special consideration

If you are 65 or older and have been a permanent resident for 20 years or more when you file, you qualify for special consideration. You study a smaller set of specially marked questions. The details are on the USCIS study page.

If you do not pass the first time

You get two chances to pass the English and civics tests. If you fail a portion at your first interview, USCIS schedules a retest of that portion, generally within 60 to 90 days. You only retake the part you failed.

Use the time in between to focus on the questions you missed.

How to study

A simple plan works for most people. Start by learning, then test yourself under real conditions.

  1. Study mode first. Go through the full official question list for your test version. Read each question and answer out loud. Mark the ones you get wrong.
  2. Exam mode next. Once most answers feel familiar, take practice tests that follow the real rules: the right number of questions and the real stopping point. On the 2025 test, that means stopping at 12 correct or 9 incorrect.
  3. Review your misses. Go back to study mode for the questions you missed, then take another practice exam.
  4. Practice out loud. The officer asks the questions in person, so get used to saying your answers instead of only reading them.
  5. Update the changing answers. Check officeholder answers again the week before your interview.
